No one in the Congress can use demeaning language against the PM.
The BJP's campaign has been sneakily communal - whether it is party president Amit Shah asking why the Congress and its leaders were soft on Rohingya Muslim refugees (whom the BJP refers to as terrorists), or when UP CM Adityanath exhorted at his rallies to shout "Bharat Mata ki Jai" so loud so as to be heard in Pakistan.
The disciplinary action against the senior leader came after he called the prime minister a "neech kism ka aadmi" (vile sort of man).
Reacting to PM Modi's accusations, Aiyar, using derogatory language called PM Modi a "Neech Aadmi".
Hours before the end of campaigning for the first phase of Gujarat assembly elections, Mani Shankar Aiyar once again did what the Congress was trying to avoid in Gujarat. But, Modi added, people need not worry as "Maa Ambe (the Goddess) is protecting me".

Former national security adviser Mike Flynn also pleaded guilty to lying to the Federal Bureau of Investigation . Of the four, two have pled guilty to lying to the FBI - Flynn and a former Trump campaign adviser.
Though, the Congress criticising Aiyar, distanced itself from his statement, the BJP termed the remark as an "insult to the whole of Gujarat" and alleged the remark was made on Rahul Gandhi's directions. He just has to say something similar to his Chaiwala comment or this Neech Aadmi thing and we will take it from there.
On Thursday, Aiyar used the "neech" word for Modi. Hence, Congress had to face humiliating defeat.
It is also true that had there been no Gujarat elections at this point of time, Rahul Gandhi would not have asked Aiyar to apologize, nor he would have been suspended from the party.
"You can use the harshest words to criticise policies of your opponent, but the criticism should never get personal", Mr. Surjewala said, applauding Mr. Gandhi for taking the unprecedented step of suspending Mr. Aiyar. Congress has issued a showcause notice to Aiyar and suspended him from the primary membership of the party. Addressing a rally in Gujarat, PM Modi said, "Mani Shankar Aiyar told people when he visited Pakistan - remove Modi from the way and then see what will happen to India-Pakistan peace".
Prime Minister Narendra Modi also slammed Mani Shankar Aiyar for calling him "neech" and said his comment showed the "Mughalai Mindset" of the Congress. Earlier, during 2014 Lok Sabha polls, he had called Modi a "Chai wala", and the BJP had taken advantage of the controversy by terming it "insult of poor".
