North Korea Could Determine the Future of US-China Relations…Again

North Korea's state news agency KCNA reported earlier in the day that leader Kim Jong Un had examined plans for a launch. Kim said North Korea would conduct the launches if the "Yankees persist in their extremely unsafe reckless actions on the Korean Peninsula and its vicinity", warning the United States to "think reasonably and judge properly" to avoid shaming itself, the news agency said.

"He said that if the Yankees persist in their extremely unsafe reckless actions on the Korean peninsula and in its vicinity, testing the self-restraint of the DPRK [North Korea], the latter will make an important decision as it already declared", said the KNCA report. The two leaders had issued a series of threats to each other, with Mr Trump recently tweeting that the U.S. military was "locked and loaded" if North Korea were to "act unwisely".

Trump warned North Korea last week it would face "fire and fury" if it threatened the United States, prompting North Korea to say it was considering test-firing missiles towards the Pacific island of Guam.

"The government, putting everything on the line, will block war by all means", Moon said.

The address came on the anniversary of the liberation of the Korean peninsula from Japanese occupation at the end of World War II, an important holiday in both North and South Korea.

But he also made clear that while the military was poised to protect Guam from the North Korean military threat, a declaration of war was a decision that remains with Trump and Congress.

The United States and South Korea remain technically still at war with North Korea after the 1950-53 Korean conflict ended with a truce, not a peace treaty.

North Korea has had nuclear weapons for well over a decade, and probably has had the capability to launch them on missiles for at least four years.

U.S. Defense Secretary Jim Mattis and Secretary of State Rex Tillerson sent a conciliatory message to North Korea in an op-ed piece in the Wall Street Journal on Sunday.

Mattis and Tillerson called on China, which is North Korea's main trading partner and ally, to take advantage of an "unparalleled opportunity" to assert its influence on Pyongyang. The two envoys reportedly first engaged in negotiating the release of USA college student Otto Warmbier two months ago.

"The United States has actually lowered the bar by saying that the best evidence North Korea is serious about diplomatic negotiations is to stop missile tests", said political analyst Bong Young-shik with the Yonsei University Institute for North Korean Studies. And, regardless of what Kim does or doesn't do, will the tough-talking Trump feel compelled to take matters into his own hands?

The missile tests last month demonstrated that the nuclear-armed regime now has intercontinental ballistic missiles (ICBMs) capable of reaching the USA mainland, experts said.

"The issue of detained Americans is not a subject of discussion given the current state of... relations", a spokesman for the North's foreign ministry was quoted as saying by the official Korean Central News Agency (KCNA).
