Amnesty representative: US-led coalition violated global law in Mosul

Lynn Maalouf, research director for the Middle East at Amnesty, said: "The scale and gravity of the loss of civilian lives during the military operation to retake Mosul must immediately be publicly acknowledged at the highest levels of government in Iraq and states that are part of the US-led coalition".

MOSUL, Iraq (AP) - Airstrikes, shelling and other heavy clashes shook a small sliver of western Mosul on Tuesday in renewed fighting, a day after the government declared victory over Islamic State militants in Iraq's second-largest city.

"I announce from here the end and the failure and the collapse of the terrorist state of falsehood and terrorism which the terrorist Daesh announced from Mosul", Haider al-Abadi said in a speech shown on state television, using an Arabic acronym for Islamic State.

The recapture of Mosul marks the biggest blow to the Takfiri extremist group since it declared its so-called caliphate three years ago.

Mosul's Old City in particular has been devastated, with many buildings reduced to little more than concrete shells and rubble littering the streets.

"These operations were carried out by Iraqi planning and success and implementation", Abadi said, while also thanking "all the countries that stood with Iraq in its war against terrorism".

After eight months of hard urban warfare, Iraqi military forces on June 29 captured the Mosul mosque at the heart of the strategic northern city, which Daesh had declared its de facto capital.

The Iraqi forces took control of eastern Mosul in January after 100 days of fighting, and launched the battle in the west on February 19.

USA -backed Iraqi forces launched a massive operation to retake Mosul in October, and in recent days they had confined the remaining militants in an area measuring less than a square kilometer (less than a mile).

In all, 5,805 civilians may have been killed in the fight for western Mosul by coalition attacks, Amnesty said, citing data from Airwars, an organization monitoring civilian deaths due to the coalition against IS in Iraq and Syria.

"ISIL forced tens of thousands of people from their homes in and around the city and used them as human shields, a war crime under global humanitarian law and a violation of the most basic standards of human dignity and morality", he said in a statement.

It also called for independent and transparent investigations into the allegations of violations of worldwide humanitarian law, by both the Iraqi government and the US-led coalition.

"We will continue to seek the total destruction of ISIS".
