Where is California Leadership on Ag Water Conservation?

Governor Jerry Brown has officially declared the drought over in all but four California counties.

"Conservation must remain a way of life", Brown said in a statement.

"We are glad to see the governor's action today to lift the drought emergency declaration for most of the state".

"This year's water supply picture looks much more encouraging, but we need to think longer term and continue to make water conservation a way of life", LADWP General Manager David Wright said. Suppliers would calculate their unique water efficiency targets based on a common methodology that takes into account the diverse climatic, demographic and land-use characteristics of each agency's service area.

Brown said temporary reporting requirements for cities that were implemented during the drought will remain, as will bans on watering during or right after rainfall and hosing down driveways.

Urban Californians responded to the drought with a almost 25 percent average reduction in water use across the state.

While we fully support the plan's proposal to extend water planning requirements to more agricultural water suppliers, it keeps intact almost all of the draft's flawed ideas for improving agricultural water efficiency, including a misguided fixation on getting agricultural water districts (which supply irrigation water to farms) to complete complicated water budgets.

Gov. Jerry Brown's office announced Friday that his executive order will lift the drought emergency in California, except for Fresno, Kings, Tulare and Tuolumne counties. The damage will continue to affect the state for years, the governor stated.

The state's announcement also offered a sobering reminder of the effects of a drought that caused "the driest four-year statewide precipitation on record", from 2012 to 2015.

California officials have credited residents for doing their part to conserve water by taking shorter showers and ripping out grass lawns to install landscaping that requires minimal irrigation, among other measures.

For five years, the state endured significantly less rain than normal, cutting into the water supply and forcing the state to impose strict limits on water use. By comparison, over 90 percent of the state faced drought conditions a year ago.

The governor's proclamation comes after one of the wettest and snowiest winters in the state's recorded history. A year earlier, almost three-quarters of California was in "severe drought" or worse.
